NGO Partnership Alliance condemns visit of Uruguay parliamentary members to Nagorno-Karabakh region

NGO Partnership Alliance resolutely condemns the fact of visit of Uruguay parliamentary members to Nagorno-Karabakh region of Azerbaijan within their tenure in Yerevan, Armenia. The statement says "Joining representatives of president of the Chamber of Representatives of the Oriental Republic of Uruguay Jorge Orrico, too, to occupied region of Azerbaijan may potentially damage relations between the two friendly countries. NGO Partnership Alliance is sure that friendly Uruguayan people do not share the position of Uruguayan state officials and accepts it as a result of Armenia's lobbying activity. 
We think that, the similar visits may either take place from the Azerbaijani territory or after the withdrawal of Armenian aggression troops from the occupied territories, return of internally displaced persons and refugees to their native lands, and peaceful coexistence between the communities of Azerbaijan and Armenia.
Uruguayan Parliamentary members already visit the occupied Azerbaijani territories for the second time showing disrespect to international legal norms, UN Charter, and decisions of other international organizations on the resolution of Armenia Azerbaijan Nagorno-Karabakh conflict.
NGO Partnership Alliance states that the statement of Uruguay Parliament Foreign Relations Committee member Ruben Martinez Huelmo on the potential recognition of Nagorno-Karabakh region, which is the inseparable and inalienable part of the Republic of Azerbaijan goes in contradiction to all international legal norms, the present negotiation process, mediation mission of OSCE Minsk Group continuing over the 20 years and four UN resolutions o immediate withdrawal of Armenian troops from the occupied territories of Azerbaijan.
We're sure that visit of a few Uruguayan Parliamentary members to Nagorno-Karabakh cannot change the situation in the region. This is not the position of Uruguayan state and as a member of civil society organizations in Azerbaijan we do expect the reactions of solidarity with us from the Uruguayan politicians, civil society representatives, and friendly Uruguayan people. We wish the friendly Uruguayan people know that the conflict started in 1988 as a territorial claim from Armenia to Azerbaijan. 20 % of Nagorno-Karabakh Autonomous Oblast and seven regions beyond it are now under Armenia's occupation.
A Russian-brokered ceasefire was signed in May 1994 and peace talks, mediated by the OSCE Minsk Group co-chaired by Russia, France and the USA, have been held ever since by Armenia and Azerbaijan and generated no resolution to the conflict. Armenia kept failing to implement the four UN resolutions on unconditional withdrawal of troops from the Azerbaijan's occupied territories.
The war caused to Azerbaijan big material and moral damage, thus 30 thousand Azerbaijanis, most of whom were innocent, killed by the Armenians, about 1 million IDPs and refugees became homeless and lost their homes. 600 schools, 65 professional schools, and 700 health facilities were destroyed by the Armenian armed groups.
All the world knows that unrecognized separatist group in the territory of Azerbaijan is an illegal entity that has emerged as an ethnic cleansing of Azerbaijani population and with the help of Armenia.
Azerbaijan in this conflict is a suffered side and its territorial integrity has been recognized by UN, OSCE and other international bodies. In such a situation, a different position from several Uruguayan politicians is not just and fair. Therefore, we address the representatives travelling to Nagorno-Karabakh to uphold fair position and not forget 1 million of Azerbaijani IDPs and refugees when they make steps in this regard.
NGO Partnership Alliance hopes that the unconstructive moves from the Uruguayan politicians will also be condemned by the international community and the Nagorno-Karabakh conflict will be resolved justly within the framework of international legal norms. We appeal to friendly Uruguayan people, politicians, and civil society representatives! Raise your voice against this unjust step of Uruguayan politicians and state officials. Come to Azerbaijan and see the facts as well as reality in your own eyes. We're ready to organize your visits to Azerbaijan and expect your reactions to our appeal.
We believe in wisdom and justice of Uruguayan people. We hope they will reproach the Uruguayan parliamentary representatives for their unjust action, show solidarity with us and convey to them that careless statements in the favour of Armenia can violate the negotiation process and damage the peace talks between the two countries."
