On May 23, President Ilham Aliyev signed the Decree for organization of electronic services rendered by state bodies.
In the Decree, it is stated that use of information and communication technologies with a view of maintenance of long and steady social and economic development of Azerbaijan, realization of the state governance on the basis of modern principles has become one of state policy priorities, and important measures have been taken in this field.
The document says that on the basis of the "State program on development of communication and information technology in the Azerbaijan Republic for 2010-2012s (Electronic Azerbaijan)", and also other legislative acts accepted in connection with development of information and communication technologies, it was prepared the legal base in the field of rendering by state structures to the population of the electronic services corresponding to the international standards, was underlined that for maintenance of modern and flexible management, to raise transparency in activity of state structures and elimination of the phenomena creating conditions for corruption, it is necessary rendering electronic services to the population.
In the Decree, with a view of the organization of electronic services and acceleration of process of application of digital signature, the Cabinet is entrusted to establish in two-month term the rules of rendering by the central enforcement authorities of electronic services in concrete spheres and types of service.
Under the document, the Ministry of Communications and Information Technology has been entrusted in three-month term with a view of improvement of electronic services, to organize work on maintenance with digital signature of state structures, and also legal and physical entities who have addressed with a view of using the service of digital signature; to take necessary measures with a view of exchange of information between information systems of state structures; to provide creation of "E-Government" portal with a view of using electronic services of the state structures on the basis of "one window" principle, methodical support to the central enforcement authorities for the organization of electronic service; with a view of raising the level of preparation of governmental employees in the field of use of information technology to carry out necessary measures aiming at organization of training courses.
