3. Bidding (Contract) identification: Development of “The Information System for Subsidy and Policy (ISSP) within E-Agriculture”.

4. Herewith, the Ministry of Agriculture of the Republic of Azerbaijan (MOA) invites the interested bidders for the provision of services on development of “The Information System for Subsidy and Policy (ISSP) within E-Agriculture”. The potential bidders in the form of legal entities, who have experience and capacity in software development, appliance and administration, establishment and administration of digital databases based on the Integrated Administration and Control Systems (IACS), may participate in the bidding. More details on the Services are provided in the Terms of Reference.

5. The bidding shall be conducted according to “The Law of Republic of Azerbaijan on Public Procurement”.

6. Interested bidders may obtain the Bidding Documents in Azeri language (the Terms of Reference is available in English) upon submission of written application to the address indicated in para. 8 and payment of non-refundable fee of AZN 500 to MOA’s account given below:

7. The bidding shall be conducted through Quality and Cost Based Selection (QCBS).

9. The late bids will be returned unopened.
