Consulting Services on the Selection of a Local Consultant Company for Execution of the 2014 Customer Satisfaction Survey Reference No.: RERP/PP#59b-D5/CS/CQS/CS/06/2014
The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Real Estate Registration Project and intends to apply part of the proceeds for consulting services. The objective of the project is to ensure the reliable, transparent and efficient real estate registration system, which supports the real property markets and is suitable for the management and use of State-owned immovable property. The project will improve the transparency and security of real estate ownership rights which in turn will contribute to solving the issues of the use of property and real estate as mortgage and collateral in Azerbaijan. It will accelerate transactions in the real estate market and target the reduction of costs associated with cadaster and registration of real estate. Another focus of the project is to improve the efficiency of state property management and provide continuous support to the various real estate privatization programs in the country. Many of these goals are being supported by making real estate market information accessible through information technology and linkages with e-Government initiatives.
The impact of the RERP is being monitored through a series of indicators, one of which is about customer satisfaction. One of the objectives of the Customer Satisfaction survey is to monitor the latter indicator. However, the survey is an integral part of the RERP Project. It is being implemented under the project subcomponent D5 and is essential to help improve the registration services provided by the State Committee for Property Issues (SCPI). This means, among others, improving the efficiency and effectiveness of the processes, and, as a result, increasing the level of customer satisfaction.
This will be the third customer satisfaction survey financed by the RERP. As in the first and second surveys, the third survey is expected to gather evidence on customers satisfaction with SCPI registration services that will be used to formulate operational recommendations to the Government of Azerbaijan, the RERP Management Unit and the World Bank project supervision team. Data collected will be analysed and interpreted by the consultant company. It’s anticipated that the results and recommendations of the customer survey will enhance the project impact and effectiveness.
The Project Management Unit of the Real Estate Registration Project now invites local eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Required Qualifications for the Consultant Firm: a. Staff:
At least 3 years of proven experience in survey design, implementation and analysis or other research work;
Work experience in customer satisfaction survey is required. Work experience in the area of real estate policy, real estate, property and legal affairs is an advantage;
Provide sufficient local expertise to complete the assignment, including the following skills: real estate law, economics, statistics, public relations and research;
Have qualified staff in data collection and analysis and ready access to the staffs.
b. Staff recalling interviews should have the following qualifications:
Good communication skills
Competency in local language
Knowledge about real estate market
Respectfulness of all persons, regardless of status
Competency in writing
Proficiency in recalling interviews.
The consultant firm should have at least one team leader and 10 team members (one for each of the region covered). The team leader should have a degree in land economics or in a related field (e.g. law, economics, sociology, geodetic engineering). Additionally, the team leader should have proven management ability for complex assignments, good communication (Azerbaijani and English) and coordination skills. Team members should have good written and verbal communication skills (Azerbaijani) and good research and statistical analysis skills and experience. The indicated staff should have a graduate degree in law, economics, sociology, geodetic engineering, ICT, agriculture or in other related field. Experience in conducting surveys is required. The Consulting firm should perform (but should not limit itself to) the following tasks:
Review relevant documents;
Follow the baseline instruments for data collection (questionnaires and interview guides);
z Submit questionnaire to the SCPI/PMU and World Bank for approval prior to launch;
Conduct quantitative and qualitative survey;
Organize data checking and entry;
Perform data analysis, use a rating system from 1 to 5;
Periodic reporting.
The approximate duration of assignment is to be 3 months from the inception of the Services.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers ttr://www.worldbank.org/html/orr/consult/contents.html May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Based on Consultant’s Qualification (CQS) method set out in the Consultant Guidelines.
