Integrated Solid Waste Management Project

 Assignment Title:   Development of a National Solid Waste Management Strategy of the Republic of Azerbaijan, Feasibility Studies and Regional Investment Plans

The Government of Azerbaijan has received additional financing from the World Bank toward the cost of the Integrated Solid Waste Management (ISWM) project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include assisting the Government of Azerbaijan in developing a National Strategy that will establish the basis for future investments, objectives, activities and performance targets for SWM service delivery. This National Strategy is intended to include collection, recovery and disposal processes for the various solid waste streams generated throughout the country. The National Strategy will primarily focus on the management of general domestic solid waste including mixed municipal waste from households, commercial and industrial waste, garden and park waste, construction & demolition (C&D) waste, and street sweepings. The National Strategy is also expected to motivate the generation of local and regional short and long-term action plans and programs to meet the objectives and performance targets of the National Strategy and any governing laws and regulations that may result.

The Project Management Team (PMT) at the Ministry of Economy and Industry of the Republic of Azerbaijan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria’s are: Experience in development of national and regional solid waste management plans and strategies; Experience in feasibility studies for identification of potential waste disposal facilities, including landfills and transfer stations; Experience in economic analysis and accurately estimating costs of solid waste management infrastructure construction and operations.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of by World Bank Borrowers (January 2011) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality-Based Selection (QBS) method set out in the Consultant Guidelines.
