State Agency on Agricultural Credits under the Ministry of Agriculture Integrated Rural Development Project Consulting Services

The Government of Republic of Azerbaijan has received a loan from the International Fund for Agricultural Development (IFAD) and Islamic Development Bank (IsDB) for the implementation of Integrated Rural Development Project (IRDP) and intends to apply part of the proceeds of this loan to payments under the Contract for Consultancy Service on Procurement Management.  In order to effectively manage procurement activities, mainly under IDB financing, the State Agency on Agricultural Credits (SAAC) under the Ministry of Agriculture of the Republic of Azerbaijan would like to invite expressions of interest from qualified individuals to undertake the Services. The Consulting services will include, but not limited to, the following:

Assisting the Executing Agency through its PMU team with management of procurement process related mainly to IDB funded activities and a limited volume of IFAD funded activities based on applicable guidelines, with emphasis on followings:

(I) Procurement & Selection Planning;

(II) Processing of Procurement;

(III) Contract Administration and Reporting (limited);

(IV) Advising the Procurement Specialist and Evaluation Committee in Procurement Procedures.

The Consulting Services expected to last approximately 1.5 years ending September 2015. Qualification Requirement:

1. University degree in relevant discipline, e.g. Business, Law, Engineering, Administration, Project Management, etc. Further training in Public Procurement Management, including certificates provided from recognized Multilateral Development Banks (MDB) would be advantage.

2. At least 8 years working experience in procurement and contract management in public sector, with at least 3 years of experience with procurement of large civil works contracts under MDB financed projects. Experience found in water infrastructure projects would be highly preferable.

3. Possession of good knowledge of procurement policies and procedures of a MDBs, preferably with IDB and IFAD procedures as well and having good knowledge of the institutional, technical, and commercial aspects of procurement. Expert is expected to be familiar with FIDIC standards and procedures relevant to large works.

4. Proven track record in working effectively within multidisciplinary teams. Good negotiation capacity, interpersonal skills with good integrity. Excellent skills in project management demonstrated in previous jobs would be an advantage.

5. English proficiency is required, with having good oral and written communication skills.
