Rural Development Project for the North-West

Consulting Services

Credit No. 745-AZ

1. The Azerbaijan Government has received a credit from the International Fund for Agricultural Development (IFAD) for the implementation of Rural Development Project for the North-West (RDPNW) and intends to apply part of the proceeds of this credit to payments under the Contract for Impact Assessment consulting services for the Project.

2. The main objective of the assignment is to assess the impact of project interventions on beneficiaries (Period January 2009-December 2013). The assessment will compare socio-economic situation of beneficiaries and non-beneficiaries. The aim is to understand and quantify the impact of various project components individually and collectively. Studies about other components’ impact will be conducted in parallel with this activity and information provided depending on the availability.  In addition, the assessment will measure the project impact on poverty, livelihood and nutrition of direct and indirect beneficiaries. In fulfillment of these tasks, the Consultants should take into consideration all agreements between the Government of Azerbaijan Republic and IFAD, including, but not limited to, engineering criteria and estimating environmental impact during project and construction under the sub-projects. All works should be implemented according to recognized international standards.

3. The IFAD Project Management Unit (IPMU) now invites eligible consulting firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, financial capability, etc.).

4. A consulting firm will be selected in accordance with the procedures set out the IFAD’s Guidelines.

5. Interested consulting firms may obtain further information at the address below from 9.00am - 5.30pm (Monday - Friday).

Please note that this is not a request for proposals. After a review of the letters of interest, a shortlist will be prepared and those listed consultants will be invited to submit proposals through a request for proposals, which includes terms of reference.

6. Expressions of interest must be delivered to the address below by May 05, 2014.
