Consulting services for the selection of a company to render services on the quality control and acceptance of the products within the Project of ‘Development of digital cadastral database and compilation of digital cadastral maps on real estate for Sabail, Yasamal, Nasimi, Narimanov, Khazar districts of Baku city’

The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Real Estate Registration Project and intends to apply part of the proceeds for consulting services on quality control.
This announcement for expression of interests is for the selection of a company to render consultancy services on the quality control and acceptance of the products to be delivered for five districts of Baku in line with the defined requirements and needs, as well as supporting SCPI (State Committee on Property Issues) by rendering services on the organization of trainings to the staff of the Customer in this field. The selected international company should involve two experienced individual experts for rendering these services. One of the experts should perform quality control on the cadastral measurements and the second one should perform the quality control work on GIS and database.Works to be implemented by the Experts include the following scope: On cadastral measurement works - 1 person, 4 months, this is required:
- Five years of experience as an expert on cadastral measurement works; Five years of experience in cadastral projects related with technical cooperation; At least five years of work experience on cadastral measurements with the relevant certificates; At least five years of work experience on the production of the cadastral data with the use of cadastral measurement works by performing cadastral works on real estate objects and applying the systematical approach; Possessing knowledge on know-how rules of state-of-art geodetic tools (total station and GPS); Successful implementation of quality assurance components related with at least two similar international projects in the field of technical assistance for systematic cadastral inventory; Experience on the management of digital data related with the database and strategy for the delivery of digital spatial data;
Desired requirements:
- Five years of experience in Azerbaijan or in the region (neighboring countries);
- Knowledge of one or multiple of Azerbaijani, Turkish, Russian and English languages.
On GIS and Database - 1 person, 3 months, this is required:
-At least five years of professional work experience as an expert on Geographical Information System with the relevant certificates; At least five years of work experience in the Geographical Information System projects; At least five years of work experience on data production for the registration of real estate objects; Successful implementation of quality
assurance components related with at least two similar international projects in the field of quality control; Experience on the management of digital data related with the database and strategy for the delivery of digital spatial data; Knowledge on quality control of formatted data according to INTERLIS data models.
Desirable requirements:
* Knowledge of one or multiple of Azerbaijani, Turkish, Russian, or English languages; Familiarity with the cadastral works in Azerbaijan.
The company experts shall implement the work scopes simultaneously.
The Project Management Unit of the Real Estate Registration Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultancy firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The company to be involved will enable the provision of quality control of cadastral data delivered in the INTERLIS format within the project of five districts of Baku, achievement of efficient project results, and will provide trainings to RECTIC and subcontractor private sector to enhance their professionalism in this field.
The Quality Control actions must be implemented in accordance with the Work Schedule agreed in compliance with the execution period of the project of five districts of Baku. Quality control services should be implemented in separate locations of the project area, mostly in the specific areas with different types of immovable properties.
The consulting company should train the SCPI (State Committee on Property Issues) staff for improving their knowledge and skills in the field of quality control, work acceptance and management in the project. SCPI staff is trained in the field by the experts in order to perform quality control measurements, also perform quality control of delivered digital cadastral and registration data. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
