Selection of an expert to render services on the quality control and acceptance of the products within the Project of ‘Development of electronic real estate cadastral database and compilation of digital cadastral maps on real estate for 53 regional centers, cities, settlements and villages (except Baku, Sumgait, Ganja cities and Shaki region) of the Republic of Azerbaijan’

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Real Estate Registration Project, and intends to apply part of the proceeds for consulting services on quality control.

This announcement for expression of interests is for the selection of an expert to render services on the quality control and acceptance of the products within the Project of ‘Development of electronic real estate cadastral database and compilation of digital cadastral maps on real estate for 53 regional centers, cities, settlements and villages of the Republic of Azerbaijan, as well as supporting SCPI (State Committee on Property Issues) by rendering services on the organization of trainings to the staff of the Customer in this field. To implement this task The Project Management Unit of the Real Estate Registration Project now invites eligible international individual consultants (“Consultant”) to indicate their interest in providing the Services with relevant experience. The expert to be involved will enable the provision of quality control of cadastral data delivered in the INTERLIS format within the project of 53 regional centers, cities, settlements and villages, and achievement of efficient project results. The Quality Control actions must be implemented in accordance with the Work Schedule agreed in compliance with the execution period of the project of 53 regional centers, cities, settlements and villages. Quality control services should be implemented in separate locations of the project area, mostly in the specific areas with different types of immovable properties.

 For this end, an international expert will be selected to render the mentioned services. The expert is to perform the quality control works on the cadastral measures and GIS database.  Works to be implemented by the Expert include the following scope:

-  On cadastral measurement works-2 months;

-  On GIS and Database - 1 month.

The expert should implement the work scopes simultaneously. Required expert should have:

-  Relevant certificates, five years of experience in the field of Photogrammetry; Five years of experience in cadastral projects related with technical cooperation; Knowledge on the quality control of the data formatted in accordance with the INTERLIS data model; Work experience in the field of development of data for the registration of real estate objects in Geographical Information System; At least five years of work experience on the production of the cadastral data with the use of cadastral measurement works by performing cadastral works on real estate objects and applying the systematical approach; Successful implementation of quality assurance components related with at least two similar international projects in the field of technical assistance for systematic cadastral inventory; Experience on the management of digital data related with the database and strategy for the delivery of digital spatial data;

Desired requirements:

- Five years of experience in Azerbaijan or in the region (neighboring countries);

- Knowledge of one or multiple of Azerbaijani, Turkish, Russian, or English languages.

The expert on cadastral measurements should perform the quality control of the correctness of digital maps vectorized via photogrammetric method (land parcel boundaries, location of buildings, constructions and installations and other data) by making use of the photogrammetric equipment; check the conformity of the cadastral data compiled for registration purposes with the AZCAD2013 Data Model and report on the results. The expert should:

- Provide the quality control of the maps compiled with the photogrammetric method and delivered by the executor at the office using the sampling method;

- Provide quality control service of the database on cadastral data delivered by the project executor and contribute to further improvement of the quality of the deliverables.

- Train SCPI staff in performing quality control measurements in the field and in quality control of delivered digital cadastral and registration data.

- Report regularly to SCPI about the results of the work through stages in written form.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers   dated May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Individual consultant will be selected in accordance with procedures set out in Section V (Selection of Individual Consultants) of the World Bank’s Guidelines - Selection and Employment of Consultants by World Bank Borrowers, dated May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”)
