Selection of individual international state-owned real property management consultant  Reference

No.: RERP/CS/IC/PP#51B3/SORPMC  The Government of Azerbaijan has received financing from the World Bank toward the cost of the Real Estate Registration Project, and intends to apply part of the proceeds of this loan for consultant services. One of the ultimate objectives under this project is to ensure that Azerbaijan has a reliable, transparent and efficient real estate registration system supporting the real property markets and suitable systems for the management and use of state-owned real property. To implement this task The Project Management Unit of the Real Estate Registration Project now invites eligible international individual consultants (“Consultant”) to indicate their interest in providing the Services with relevant experience.

 The consultant will be hired to prepare a background report on state-owned real property management in Azerbaijan. This report will be one of the main outputs of subcomponent B3 of the Project through which the State Committee on Property Issues of the Republic of Azerbaijan (SCPI) receives technical support to strengthen its overall management, increase the effectiveness of state property management, increase the transparency of its activities and improve its human resource strategy and systematization of human resources.

Interested Consultants should provide information demonstrating that the consultant should have

-Theoretical knowledge in state-owned real property administration and at least 5 (five) years of professional experience in state-owned real property management or 2 at least (two) contracts on relevant consultancy services;

-Professional skills and knowledge in the field of real property analysis and valuation of real estate, enterprises and business;

-ICT skills and knowledge; and

-Speaking and writing skill in English (Russian is an asset).

The task will have to be implemented within 4 (four) months after the Contract is signed with the Consultant. The duration of the services to be delivered is in total 60 days of which at least 30 days should be spent in Azerbaijan.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers   dated May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  Individual consultant will be selected in accordance with procedures set out in Section V (Selection of Individual Consultants) of the World Bank’s Guidelines - Selection and Employment of Consultants by World Bank Borrowers, dated May 2004, revised October 2006 and May 2010 (“Consultant Guidelines”)
