CONSULTING SERVICES: Road Network Development Program, Tranche 4 Terms of Reference for Design Review and Construction Supervision Consultant

REQUEST FOR EXPRESSION OF INTERESTS

The Government of Azerbaijan Republic has applied for a loan from the Asia Development Bank (ADB), and intends to apply part of the proceeds of this loan to payments for the Consulting Serv`ices for institutional strengthening for the road sector.

The services requested include:

1.The primary objectives of the consulting services are as follows:

a.Function as the ‘Engineer’ in administering the civil works contract (the Contract) in accordance with the FIDIC conditions of Contract;

b.Review of detailed design and approval of good for construction drawings for construction of the road by the civil works contractor (the Contractor);

c.Ensure that the permanent and temporary works have been designed and are constructed in accordance with the technical specifications and standards forming part of the civil works contract with the contractor;

d.Advise IA on all matters concerning implementation of the civil works contract including quality control, progress of work, arbitration or litigation, certification for payments and compliance with safeguards, etc.; and

e.Provide the staff of the IA with on-site training in contract administration and other procedures relevant to site supervision and contract administration.

The detailed ToR will provided to shortlisted Consultants.

The Azrroadservice OJC of the Ministry of Transport now invites eligible consultants to indicate their interest in providing the services.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, experience in similar conditions, availability of appropriate skills , etc.). Consultants may associate to enhance their qualifications.

 Consultant will be selected based on Quality and Cost-Based Selection (QCBS) method in accordance with the ADB’s Guidelines on the Use of Consultants. The services are expected to start not later than June 2014 and be completed June 2017. Interested consulting firms from ADB’s member countries may obtain further information at the address below from 10:00 to 16:00 hours (local time).

Expression of Interest must be delivered to the address below not later than January 17, 2014.
