1. The Republic of Azerbaijan applied for/received a loan from the İnternational Bank for Reconstruction and Development towards the cost of Real Estate Registration Project and intends to apply part of the funds to cover eligible payments under the Contract for Procurement ofConstruction of İT Center of State Committee for Property İssues, İCB/RERP/CW/1A1/04/2013.

2. The State Committee on Property İssues now invites sealed bids from eligible bidders for submission of bids for Construction of İT Center of State Committee for Property İssues.

3. Bidding will be conducted through the İnternational Competitive Bidding procedures as specified in the World BankTs Guidelines: Procurement of Goods, Works and Non-Consulting Services under İBRD Loans and İDA Credits & Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. İn addition, please refer to paragraphs 1.6 and 1.7 setting forth the World BankTs policy on conflict of interest.

4. İnterested eligible bidders may obtain further information from PMU of the RERP, Nigar Huseynova, Procurement Assistant (e-mail: [email protected]; [email protected] ) and inspect the Bidding Documents at the address given below from 10:00 A.M. to 17:00 A.M.:

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon

payment of a nonrefundable fee of 200 AZN or 250 US$ for each set. The method of payment will be the bank transfer. The bank details are as follows:

The Bidding Documents will be sent electronically or by courier. The PMU will not be responsible for the postal delays, if any, in the delivery of the documents or non-receipt of the same.

6. Bids must be delivered to the address below before 10:50 a.m. local time on July 05, 2013 Electronic bidding will not be permitted. Late bids will be rejected. All bids must be accompanied by a “Bid Security” for amount of 80.000AZN (eighty thousand Azerbaijani Manat) or equivalent amount in a freely convertible currency. Bids will be opened in the presence of the biddersT representatives who choose to attend in person at the address below on July 05, 2013 at 11:00 a.m. local time.
