Expressions of İnterest
The Ministry of Economic Development has received financing from the World Bank toward the cost of the İntegrated Solid Waste Management (İSWM) project, and intends to apply part of the proceeds for consultant services for the design and implementation of communication and social inclusion program and outreach (including social impact assessment (SİA) and resettlement action plan (RAP)). The delivery period is 3 years.
The main objective of the assignment is to support improvement of the waste management system and reduce the adverse environmental and social impacts of solid waste in the Greater Baku Region by means a dedicated social inclusion and communication program and public outreach activities designed and implemented to ensure the enhancement of public awareness on solid waste management activities and the meaningful consultations between the Project Management Team, "Tamiz Shahar" JSC and the population groups affected by the project.. Furthermore, the objective is to include stakeholders' input in all planning functions during the process of improving solid waste management in the Absheron Peninsula leading to positive social outcomes for all involved and affected by the project.
The assignment will include the following 7 major tasks:
1.Design of Communication and Social İnclusion Program (CSİP);
2.Training and capacity building for the CSİP implementation and adjustment;
3.İmplementation of the CSİP
4.Social İmpact Assessment (SİA);
5.Preparation of Resettlement Action Plan (RAP) in accordance with the World Bank Operational Policy on İnvoluntary Resettlement and the İFC Handbook for Preparing a Resettlement Action Plan;
6.Development of RAP monitoring procedure; 7.Preparation and disclosure of RAP monitoring report after 1 year from the assignment start.
All experts should have a university degree in relevant disciplines. Regional experience or at least experience in similar regions will be advantageous. All international experts shall have at least 10-15 years and local experts shall have at least 5 years. The profiles of the key experts are as follows:
Team Leader - Senior Communication Specialist Legal expert, land acquisition specialist Economist Livelihood improvement (income restoration) specialist Senior occupational health and safety training specialist'
The Project Management Team (PMT) now invites eligible consultancy firms to indicate their interest in providing the services. İnterested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers ttp://www.worldbank.org/html/opr/consult/contents.html (May 2004, revised October 2006) based on Quality and Cost Based Selection (QCBS) method..

Expressions of interest must be delivered to the address below by June 01, 2010, 17.00 Baku time. Consultants who have already applied will not need to resubmit new expressions of interest.
