The Government of Azerbaijan has received a loan from the İnternational Bank for Reconstruction and Development (İBRD) toward the cost of REAL ESTATE REGİSTRATİON PROJECT, and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Development of Real Estate Registration, Cadastre and Management System (RERCMS) İCB No: RER/G/RERCMS/08/10. The Project Management Unit now invites sealed bids from eligible bidders for design and development of Real Estate Registration, Cadastre and Management System (RERCMS) for SCPİ, including related services like re-engineering of business processes, , installation, integration, training, and technical support).
Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank's Guidelines: Procurement under İBRD Loans and İDA Credits, (current edition), and is open to all eligible bidders as defined in the guidelines.
İnterested eligible bidders may obtain further information from and inspect the bidding documents from Real Estate Registration Project, Project Management Unit, from Nigar Hasanova, the Procurement Specialist at the address below during office hours from 9:00 am to 18:00pm. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 AZN or 250 USD The method of payment will be by bank transfer. The bidding documents will be sent by e-mail or courier

All bids must be accompanied by a bid security of 100 000 USD and be delivered to the address below by 11:00 pm, October 25, 2010. They will be opened immediately thereafter, in the presence of bidders' representatives, who choose to attend, at the address below. Late bids will be rejected.
