1.The Government of Azerbaijan has received a loan from the Asian Development Bank (ADB) towards the cost of the Road Network Development Program which includes the Masalli - Astara Motorway Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
2.The Azerroadservice Open Joint Stock Company ("the Employer") invites sealed bids from eligible bidders who can demonstrate that they satisfy defined qualification criteria for the construction and completion of:
Masalli - Astara Motorway Section B (km 22.15 to km 41.50). This civil works contract includes the construction of 19.35 km of dual carriageway highway on a new alignment, 2 grade-separated interchanges, 10 bridges, drainage works (including box culverts and pipe culverts) 2 pedestrian underpasses, 4 rest areas, utility diversions and road furniture ("the Works").
3.Bidders may bid for the Works, provided that they meet the appropriate qualifying criteria and are determined to be able to perform the Contract satisfactorily.
4.The bidding is open to all eligible Bidders that meet the criteria prescribed in the bidding documents that include:
I. a minimum annual construction turnover over the last 3 years of US$ 100 million;
II. access to financial resources such as liquid assets, unencumbered real assets, lines of credit and other financial means to meet a cash flow requirement of US$ 20 million;
III. participation as contractor, management contractor or subcontractor in at least two contracts within the last five years that have been successfully or substantially completed, that are similar to the proposed works and where the value of the Bidder's participation has exceeded US$80 million;
IV. a minimum construction experience in the following key activities, in any one year during the last five years:
a. construction of at least 1,100,000 cubic meters of embankment per year;
b. construction of multi-span bridges with bridge deck areas of at least 7,000 square meters per year;
c. laying of at least 140,000 cubic meters of granular pavement material per year;
d. laying of at least 85,000 cubic meters of asphalt per year.
5. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries.

8. ARS shall not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
9. Bids, complete in all respect, must be delivered:
to the address indicated in para 7 above;
on or before the deadline: 17:00 hours on the October 11, 2012;
together with a Bid Security of AZN 1.0 million or equivalent amounts in a freely convertible currency.
Late bids will be rejected. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
