The Ministry of Finance of Republic of Azerbaijan has received financing from the World Bank toward the cost of the Corporate and Public Sector Accountability Project, and it intends to apply part of the proceeds for consulting services for the assignment: Supply and İnstallation of Financial and Accounting Reporting Application for Budgetary İnstitutions (FARABI-Phase 1) of the Azerbaijan Republic. This project will be jointly financed by the Japan Government (PHRD Grant), Swiss State Secretariat for Economic Affairs (SECO Grant) and Azerbaijan Government.
The Ministry of Finance of Republic of Azerbaijan/Project Management Unit now invites sealed bids from eligible bidders for Financial and Accounting Reporting Application for Budgetary İnstitutions (FARABI-Phase 1) of the Azerbaijan Republic.
General requirements for the Suppliers
At least 8 years total experience in the area of accounting software development or supply and customization;
Should have local office in Azerbaijan or set up one within two months from the date of Contract Effectiveness;
Have partnership agreement with application manufacturers;
The Bidder has its own resources and the technical expertise to manage the project and customize the product to be delivered;
A Bidder will be either a vendor of software products (a vendor of software products is defined as developing, installing, and maintaining its products, and providing consultancy services) or other company, which is duly authorized by the vendor of the information system (or any of the component(s) of the İnformation System) for the implementation of the system. İn both cases the Bidder has the sufficient experience for the installing, customizing, localizing, implementing and maintenance of the proposed product and confirms its experience by referencing to at least 2 (two) similar projects implemented in last 5 (five) years;
Average annual turnover not less than 5 (five) mln. USD (or equivalent in other currency) for last three years in general.
The delivery/installation period is 6 months.
Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank's Guidelines: Procurement under İBRD Loans and İDA Credits, (May 2004, revised October 2006 and May 2010), and is open to all eligible bidders as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the bidding documents from the Ministry of Finance of Republic of Azerbaijan at the address below during office hours, from 10.00 to 17.00. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 AZN or 255 US$. The Bidding Documents will be sent by courier service and by E-mail.
All bids must be accompanied by a bid security of net less than US $ 70,000 or an equivalent amount in a freely convertible currency, and be delivered to the address below by or before 30th of October 2011, 15.00 PM. They will be opened immediately thereafter, in the presence of bidders' representatives, who choose to attend, at the address below. Late bids will be rejected.
