Expressions of Interest

The Ministry of Economic Development has received financing from the World Bank toward the cost of the Integrated Solid Waste Management Project (ISWMP), and intends to apply part of the proceeds for consultant services for a Supervision of works at Balakhani Landfill and other sites.

The overall goal of this consultant assignment is to provide technical support for the physical implementation of civil works associated with a number of elements of the Project. At a minimum, this will include the following planned activities:
• Closure or rehabilitation of depleted areas at the Balakhani disposal site,
• Construction of new cells at the Balakhani site for continued solid waste disposal for a minimum of 5 years,
• Closure or rehabilitation of the Garadagh and Surakhani disposal areas.
• Monitoring and supervision of all activities associated with the closure of all unauthorized dumpsites in the Greater Baku project area.
The consultant will be responsible for supervising and monitoring all construction work undertaken by the contractor procured to achieve the above activities.

This assignment will be undertaken by a mixed team of international and local experts made available by the Consultant in a field and support team composition that fully enables the satisfactory execution of work associated with supervising and monitoring the work performed by the Contractor at all sites.

The Project Management Team (PMT) now invites eligible consultancy firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised October 2006) based on Quality and Cost Based Selection (QCBS) method.

Expressions of interest must be delivered to the address below by February 21, 2010, 17.00 Baku time. Expressions of Interest may be submitted electronically or in hard copy.
