This Request for Expression of Interest follows the General Procurement Notice for this project which was originally published on 22 september 2011, updated on the Bank’s website on 28 september 2013, and on 23 May 2014 and finally updated on 22 may 2015 with reference number 7349-GPN-43094. The Government of the Azerbaijan Republic (The Employer) has received a Loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Roads Reconstruction and Upgrading Project and intends to apply part of the proceeds of the Loan to a consultancy contract for the ‘Construction Supervision of Civil Works Contract for Reconstruction of the R42 Bahramtapa to Bilesuvar Road and the M3Aliabad to Shorsulu Road’. The Project is to be implemented by the Azeryolservis ASC under the aegis of the Ministry of Transport. The Project is to be co-financed by the EBRD and the GOA. The consulting services (“the Services”) involve the supervision of the civil works contract. The Consultant will administer the civil works contracts and perform the duties of the ‘Engineer’ during the construction and the defects notification periods. The Azeryolservis ASC shall be “the Client” under the consulting services contract and “the Employer” under the civil works contracts. The main objective of the assignment is for the Consultant to assist the Client in the administration of the Bank-funded works contracts (hereinafter also referred to as “the Contract”) and carry out the duties of the’ Engineer’ assigned to him in the works contracts. The objective of the consultancy services are:
* to ensure that high quality construction is achieved and that all works are carried out in full compliance with the design, specifications and other civil works contract documents;
* to ensure the timely completion of the civil works;
* to ensure compliance with safeguards, including the management of environmental mitigation plans; and
* to promote the transfer of knowledge either through joint ventures between expatriate and local firms or by the employment of local staff. The Assignment is expected to start in May 2016. The contract will be financed with the proceeds of a loan from the Bank and hence is open to firms and joint ventures of firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s/Employer’s country. Interested firms are hereby invited to submit expression of interest. A short list of qualified firms will be formally invited to submit proposals following this invitation. In order to determine the capability and experience of consulting firms seeking to be short listed, the information submitted shall include the following:
* Letter of Application;
* Company profile: name, status, address, telephone number, facsimile number, year of establishment, contact person for the project, e-mail of contact person, number of permanent staff and part-timers, fields of expertise;
* Details of experience and description of similar assignments undertaken in the previous 10 (ten) years, including the contract’s value and location, number of staff involved in the contract, name of the Client, name of partners for contract execution, source of financing, type of services provided, contract commencement and completion dates, brief description of the contract;
* CVs (maximum three pages each) of key staff who could be available to work on the assignment. The above information shall not exceed 25 pages (excluding CVs). The selection process will be carried out in accordance with the provisions of Section 5 - Procurement of Consulting Services of the Bank’s Procurement Policies and Rules (Revised in October 2014). Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
