This Invitation for Prequalification follows the General Procurement Notice for this project which was originally published on 22 September 2011, updated on the Bank’s website on 28 September 2013, and on 23 May 2014 and finally updated on 22 may 2015 with reference number 7349-GPN-43094.

The Government of the Azerbaijan Republic (The Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] towards the cost of Road Reconstruction and Upgrading Project.

The Employer intends prequalifying firms and joint ventures to tender for the following contract(s) to be funded from part of the proceeds of the loan:

- Reconstruction of the R42 Bahramtapa to Bilesuvar Road and the M3Aliabad to Shorsulu Road;

The Contract involves reconstruction of two existing road sections; the 59km longR42 Bahramtapa to Bilesuva road; and the nearby 15km long section of the M3 from its junction with the Bilesuvar Bypass at Aliabad to the new M3 motorway intersection near Shorsulu. Reconstruction of the two lane single carriageway roads mainly follows the existing alignment and includes earthworks, construction of pavement, drainage systems, the replacement of 3 bridges and the installation of road furniture and road markings. The roads and works are described in more detail in Part B: Information on the Contract, of these Prequalification Documents.

The planned date of commencement of the Contract is February 2016 with a construction period of 24 months and a 24 month defects notification period.

The principal quantities for this Contract are as estimated as follows:

ı. Asphalt concrete surface course 34,000 m3;

ıı. Asphalt concrete binder course 54,000 m3;

ııı. Asphalt concrete roadbase 96,000m3;

ıv. Crushed stone base 107,000m3

v. Granular subbase 198,000m3;

vı. Granular capping layer 350,000m3;

vıı. Granular fill 1,125,000m3;

vııı. Concrete for structures 10,000m3; and

ıx. Concrete pipes 1,300 m.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched by courier; however, no liability can be accepted for their loss or late delivery.

If requested, the documents can be dispatched electronically in PDF format only to those who purchase the prequalification documents. The applicant is required to send an email requesting the document in an electronic format duly attaching a copy of the receipt issued by the bank for the payment made.

The prequalification documents must be duly completed and delivered to the address below, on or before 5:00 p.m. on 23 July 2015.  Documents which are received late may be rejected and returned unopened.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s/Employer’s country.
