Purchaser: STATE COMMITTEE ON PROPERTY ISSUES OF AZERBAIJAN REPUBLIC

1. The Government of the Republic of Azerbaijan has received a loan from the International Bank for Reconstruction and Development toward the cost of Real Estate Registration Project (RERP), and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB:  RERP/PP#-10A3/G/NCB/ITERCENI/04/02/2015.

2. The State Committee on Property Issues as the implementing agency for the project and now invites sealed bids from eligible Bidders for Procurement of: INFORMATION TECHNOLOGIES EQUIPMENT REQUIRED FOR THE ESTABLISHMENT OF RESERVE CENTER OF CURRENT ELECTRONIC NOTARY INFRASCTURE.

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits &Grants by World Bank Borrowers (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 USD (two hundred United States Dollars) or 150 AZN (one hundred and fifty Azerbaijani Manats). 6. Bids must be delivered to the address below at or beforeMay 01, 2015, by 10:50 Baku time. All bids must be accompanied by a bid security of not less than USD 5,000.00 (five thousand) or an equivalent amount in a freely convertible currency. Late bids will be rejected.  Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at May 01, 2015, 11:00 Baku Time.

7. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
