PROCUREMENT OF IT EQUIPMENTS AND DATABASE LICENSES

FOR THE STATE COMMITTEE ON PROPERTY ISSUES OF AZERBAIJAN REPUBLIC

2. The Government of the Republic of Azerbaijan has received a loan from the İnternational Bank for Reconstruction and Development toward the cost of Real Estate Registration Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this İFB:  RERP/PP#-7ja2/G/İCB/İTEDL/05/2014.

3. The State Committee on Property İssues as the implementing agency for the project and now invites sealed bids from eligible Bidders for PROCUREMENT OF İT EQUİPMENTS AND DATABASE LİCENSES FOR THE STATE COMMİTTEE ON PROPERTY İSSUES OF AZERBAİJAN REPUBLİC.

4. Bidding will be conducted using the İnternational Competitive Bidding (İCB) procedures specified in the World Bank’s Guidelines: Procurement under İBRD Loans and İDA Credits, edition of May 2004, revised October 2006 and May 2010, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

Qualification requirements for Bidders are: A) Financial Capability a)Turnover i) The average annual turnover of the bidder of the last five years (2009 - 2013) must exceed US 6 000 000 (six million) or equivalent ii) The averages of cash and cash equivalents at the beginning and end of year are positive in the last five years (2009 - 2013). iii) All members of the Joint Venture should have experience in required technical area and Lead partner at least 50% and each other member of the Joint Venture should fulfill at least 25% of required turnover.

b) Liquidity At least US $ 1 000 000 (one million) or equivalent in the form of liquid assets. İn case of Joint Ventures lead partner’s liquid assets should not be less than 50%.

B) Experience and Technical Capacity

a) Experience The Bidder must be in this type of market for last five years. The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement each contract within the past five years (2009-2013):

- The Bidder must have completed 1 successful contract involving the procurement and installation of hardware required for the similar system (supply of servers, communication equipment and standard software licenses with a budget of at least US 4 500 000 (four million and five hundred thousand) -in case of JV this requirement should be meet by lead partner.

- And one successful contract for supply of similar equipment and licenses with the budget of  at least US 2 500 000 (two million and five hundred thousand) each in the fields related to this contract within the past five years.

B) Personnel As explained in detail in Section Vİ. Technical Specification, item 6.9, the Bidder individually or as a joint venture must have at least the following staff in each of the following specialist areas involved in the project:

1) Project Manager

2) Data Centre Design Engineer

3) Windows System Administrator

4) Sun Systems Administrator

5) Unix Systems Administrator

6) CCDA Engineer

7) Network and Security Administrator

8) Trainer(s)

5.   A pre-bid meeting which potential bidders may attend will be held on 15.12.2014, at 16:00 Baku time.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 300 USD (three hundred United States Dollars) or 250 AZN (two hundred and fifty Azerbaijani Manats). The method of payment will be direct deposit to the bank account given below:

7. Bids must be delivered to the address below at or before 12.01.2015, by 14:45 Baku time. All bids must be accompanied by a bid security of not less than USD 110,000.00 (one hundred and ten thousand) or an equivalent amount in a freely convertible currency. Late bids will be rejected.

Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at 12.01.2015, 15:00 Baku Time.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
