The Republic of Azerbaijan has received financing from the World Bank toward the cost of the Rail Trade and Transport Facilitation Project, and it intends to apply part of the proceeds toward payments under the contract for procurement of electric locomotives. The "Azerbaijan Railways" Closed Joint-Stock Company now invites sealed bids from eligible bidders for procurement of{nl}

(a) 50 (fifty) electric locomotives operating on a 25 kV, 50 Hz AC system for use in general freight services on East - West mainline and
(b) Mandatory spare parts;
(c) Special tools, diagnostic equipment and shop machines and.
(d) Drawings, prints and manuals;
(e) The layout design of the respective servicing areas;
(f) Spare assemblies, sub-assemblies, parts, jigs, fixtures, or special tools; and
(g) Training of the railways staff.

under Contract number: AZRTTFP-G1, Procurement of Electric Locomotives. Time to complete the supply of locomotives and the related services is: (i) maximum 365 days for the first 10 locomotives and (ii) maximum 365 days for the remaining 40 locomotives. Total period for supply of locomotives is maximum 730 days.
Bidding will be conducted through the two-stage international competitive bidding procedures as specified in the World Bank's Guidelines "Procurement under İBRD Loans and İDA Credits", May 2004, revised October 2006, and is open to all eligible bidders as defined in the guidelines.
İnterested eligible bidders may obtain further information from and inspect the bidding documents from the "Azerbaijan Railways" Closed Joint-Stock Company at the address below during office hours from 09:00 to 18:00. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of AZN 160 or US$ 200. The method of payment will be direct deposit to the account stated below. The document will be sent by courier if requested and additional non-refundable fee of AZN 100 (one hundred Azerbaijani Manats) or in US$ 125 (one hundred and twenty five United States Dollars) is deposited to the same account.

Bid security is not required at the first stage of the bidding. All bids shall be delivered to the address below by 16:00 Baku time on February 23, 2011.
