Procurement of Vehicles for Road Maintenance Units
IBRD Loan Nos. 7889AZ & 8602AZ, IDA Credit No 4723AZ
1. The Government of Azerbaijan has received loans from the International Bank for Reconstruction and Development (IBRD) and a credit from the International Development Association (IDA) toward the cost of the Third Highway Project. It intends to apply part of the proceeds of the loans to payments under the contract for Procurement of Vehicles for Road Maintenance Units (Lot 1: Buses and Light Trucks; Lot 2: Pickups and Passenger Car). This contract will be jointly financed by the Government of the Republic of Azerbaijan
2. “Azeravtoyol” OJSC (“the Purchaser”) now invites sealed bids from eligible bidders who can demonstrate that they satisfy defined qualification criteria for the Procurement of Vehicles for Road Maintenance Units (Lot 1: Buses and Light Trucks; Lot 2: Pickups and Passenger Car).
Latest delivery period for the goods is 180 days (six months) from the date of signing of the contract.
The bidding is open to all eligible Bidders that meet the criteria prescribed in the Bidding Documents.
Alternative Bids is not applicable.
Post –qualification requirements:
(a) If Bidder is Manufacturer:
(i) Financial Capability
The Bidder shall provide documentary evidence that it meets the following financial requirements:
An average annual turnover for the last three years of not less than the equivalent of:
• Lot 1: USD 2,000,000.
• Lot 2: USD 2,000,000.
To qualify for more than one lot, the Bidder shall meet the sum of the requirement for the lots selected.
Joint venture partners shall collectively meet the requirement and each partner shall individually meet half the requirement.
The Bidder shall demonstrate its financial capability with audited financial statements for the past three years.
(ii) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
• Have manufactured and supplied good similar to the those specified in the Schedule of Requirements in a quantity at least three times the quantity specified in the Schedule of Requirements in any one of the last five years.
• Be in the continuous business of manufacturing goods similar to those specified in the Schedule of Requirements during the last three years prior to the bid opening.
(iii) Documentary Evidence
The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement:
• a detailed description of the essential technical and performance characteristics of the goods;
• a list giving full particulars, including available sources and current prices, of spare parts, special tools, etc., necessary for the proper and continuing functioning of the goods for a period of two years, following commencement of the use of the goods by the Purchaser;
• an item-by-item commentary on the Purchaser’s Technical Specifications demonstrating substantial responsiveness of the goods and services to those specifications or a statement of deviations and exceptions to the provisions of the Technical Specifications.
(b) If Bidder is not manufacturer:
If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer’s Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii), (iii) and the Bidder shall demonstrate that it has successfully completed at least one contracts of similar goods in the past five years.
3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines for Procurement under IBRD Loans and IDA Credits and Grants, Goods, Works, and Non-Consulting Services, July 2014 revision (“Procurement Guidelines”) and is open to all bidders from eligible source countries, as defined in the Procurement Guidelines. In addition, please refer to 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Bidding documents in English may be purchased by interested eligible bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of AZN 300 or USD 170. The method of payment will be bank transfer to:

Interested eligible bidders may obtain further information from 09:00 to 18:00 at the address below. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents may be collected from the same address.
Bids must be delivered to the address below on or before 17.00 hours (local time), 10 March 2017. Late Bids will be rejected.
