The Appeal by Shusha IDPs to the United Nations, the Council of Europe and the Organization for Security and Cooperation in Europe on the occasion of the 20th anniversary of the occupation by the Armenian armed forces of the town of Shusha of the Republic

We, the Internally Displaced Persons from the Azerbaijani region of Shusha, appeal to leading international organizations - the United Nations, the Council of Europe and the Organization for Security and Cooperation in Europe - with the aim of once again drawing the international community`s attention to the policy of aggression of Armenia, which grossly violated norms and principles of international law. 
We state that the 8th of May, 2012 marks 20 years since the occupation of Shusha by the Armenian military. The occupation resulted in the destruction of the town of Shusha and 30 villages in the region and the expulsion of more than 24,000 people, which was accompanied by great loss of life.
The 20th century alone saw Shusha, which occupies an important place in Azerbaijan`s history and is considered a museum of wildlife and a town of monuments, being burnt and destroyed by Armenian nationalists three times. Armenians carried out similar crimes in 1905-1906 and 1920 too.
In 1992, 25 schools, 31 libraries, 25 clubs and culture houses, tens of kindergartens, cinemas, sanatoriums, tourism facilities, museums, including State Drama Theatre and State Picture Gallery, Oriental music instruments factory, more than 170 houses, which were considered architectural monuments, nearly 160 historical and cultural monuments, temples and mosques were destroyed by Armenians in the Shusha region. Armenian vandals, who consider themselves a civilized nation, burned thousands of books and rare manuscripts. They did not even refrain from firing at monuments of outstanding art figures such as Uzeyir Hajibayli who created the world`s rare musical masterpieces.
Armenians have committed countless crimes against the people of Azerbaijan. The years 1988-1993 alone saw bloody clashes between Armenia and Azerbaijan claim 20,000 Azerbaijani lives, while 100,000 were injured and 50,000 became disabled. As a result of numerous terrorist attacks 1,200 Azerbaijanis were murdered and more than 1,700 received injuries. Atrocities against peaceful Azerbaijanis have been in breach of all norms of international law, and are crimes against humanity. The Khojaly genocide alone is enough to confirm this.
The way Armenia is treating Azerbaijani cultural property grossly breaks the Hague Convention of 1954 for the Protection of Cultural Property in the Event of Armed Conflict and UNESCO`s 1972 Convention concerning the Protection of the World Cultural and Natural Heritage.
We, the IDPs from Shusha, once again draw the international community`s attention to the fact that for over 20 years Armenia has managed - through its patrons - to have kept Azerbaijan`s occupied lands under occupation. Armenia even occupied the towns of Lachin, Kalbajar, Agdam, Fuzuli, Jabrayil, Gubadly and Zangilan, which are located outside the Nagorno-Karabakh region. The total are of these towns is four times bigger than that of the Nagorno-Karabakh.
And we deeply regret that the world community is not in a hurry to punish the aggressor and take it down a peg or two. Although four UN Security Council resolutions demand Armenia`s unconditional withdrawal from Azerbaijan`s occupied lands, Armenia continues to disregard them. We are confident that fair demands of the Azerbaijani people will sooner or later be fulfilled, and Azerbaijan`s lands will be liberated through peaceful means.
We also state that the people of Azerbaijan will never accept the occupation of its lands by Armenia. We will return to our homelands at any price.
We request and demand that the world community put an end to the policy of aggression, which jeopardizes peace in the Caucasus and in the entire world, that Azerbaijan`s territorial integrity be restored, and all IDPs return to their permanent places of residence.
We believe that the world community will back justice and legally and politically recognize Armenia`s policy of aggression.
