OSCE praises adoption of National Action Plan on Protection of Human Rights in Azerbaijan

Vice-speaker of Azerbaijan Milli Majlis, head of parliamentary delegation to OSCE Bahar Muradova met Thursday OSCE Chairperson-in-Office, Ireland`s minister for foreign affairs and trade, Eamon Gilmore.

Muradova said her country puts emphasis on development of relations with OSCE on the level of government, parliament and civil society. "We think that these relations will contribute to development of bilateral and multilateral cooperation."

Muradova noted great achievements were made in Azerbaijan in building civil society, holding transparent elections, ensuring rule of law after the country joined the OSCE. She pointed out there were some factors to impede strengthening security both in the country and region and one of them is Armenia-Azerbaijan, Nagorno Karabakh conflict. "Official Baku regards decisions adopted in OSCE`s summits and Parliamentary Assembly as efforts towards settlement of the problem. Unfulfillment of these decisions means that OSCE has not completely implemented its mission. "We are satisfied with the principles announced by the OSCE and Minsk Group co-chairs, documents signed by presidents, 4 resolutions adopted by the UN Security Council on the conflict, but what does not satisfy us is lack of concrete result. If we take into consideration the opportunities of international organizations, we can say that there are ways of solution to the problem. The main issue is that political will must be demonstrated. We hope that your visit to the region, your statements will have results."

Eamon Gilmore, in turn, praised the progress done in Azerbaijan to develop civil society and ensure human rights and liberties. He particularly highly appreciated the adoption of the National Action Plan on Protection of Human Rights. Gilmore said there was freedom of speech, pluralism in Azerbaijan.

The Chairperson-in-Office expressed concern over recent tensions on Armenian-Azerbaijani frontline. "Ireland has suffered conflicts as well. We understand very well that such problems must be solved soon. The OSCE plans to take some measures to settle this conflict."

During the meeting the sides also exchanged views on development of draft law on Defamation, preparation for the upcoming elections, cooperation with OSCE`s relevant institutions, joint activity in law-making process and other issues of mutual interest.
