German Bundestag adopts new document on Khojaly genocide and Nagorno-Karabakh conflict

Petitions Committee of the German Bundestag has adopted a document on the Khojaly genocide and Armenia-Azerbaijan, Nagorno Karabakh conflict.
Press service of Azerbaijan`s Ministry of Foreign Affairs says the document was adopted according to the petition, presented to the German Bundestag by Society for the Promotion of German-Azerbaijani Relations on the eve of the 20th anniversary of Khojaly genocide.
The document says: "This bloody event perpetrated in Khojaly by Armenian armed forces on February 26, 1992 must be recognized as the fact of massacre resulted in the death of more than 600 people. Armenia, which claims that its people faced genocide, must understand this issue of the Azerbaijani people. The sustainable reconciliation could be achieved only on the basis of historical truths."
The petition also focuses on settlement of the Nagorno Karabakh conflict on the basis of international law. The document urged Armenia to withdraw its forces from seven regions around Nagorno Karabakh and to create condition for the IDPs to return to their homes.
Bundestag said that as the first step in settlement of the conflict, international law must be observed unambiguously and problems of IDPs must be settled in accordance with right of deported people to return to their homes.
The document also says that the German Bundestag must give its contribution to the new efforts for settlement of the Nagorno- Karabakh problem.
Taking the German Foreign Ministry`s opinion into account, the result of parliamentary investigation was described in the document as follows:
Germany`s position on settlement of the Nagorno-Karabakh conflict is that the occupation of seven Azerbaijani regions around Nagorno Karabakh must be ended and IDPs must return to their homes.
The document underlined that the German Bundestag`s resolution named "Security, Stability and Promoting Democracy in South Caucasus" adopted on May 14, 2009 was still in force. The document demands all conflict sides to make special efforts for fulfillment of UN Security Council`s resolutions on the Nagorno-Karabakh conflict, relevant resolutions and decisions of the Council of Europe and OSCE. The concern on unresolved Nagorno-Karabakh conflict is underlined in the newly-adopted document as well. According to the document, the unsettled regional conflicts can be used anytime for increasing the tension and lead to armed confrontation in the extreme situations: "Diplomatic efforts taken for settlement of the Nagorno-Karabakh conflict and meetings of significant politicians, as well as Armenian and Azerbaijani presidents especially within the Minsk Group didn`t lead to the expected progress. That`s why the threat of sudden war exists in the region".
The Petition committee recommends sending the petition as a material to the German government - Ministry of Foreign Affairs.
