The Chamber of Deputies of the Congress of Mexico adopted a decision consisting of points of the agreement in connection with the Armenia-Azerbaijan, Nagorno-Karabakh conflict. 
The adopted decision gives detailed information on the history of conflict, underlining that 20 percent of the Azerbaijani territories still are under the Armenian occupation, there are about one million refugees and IDPs, four resolutions of the UN Security Council till now are not executed. Despite the agreement on cease-fire regime, reached in 1994 between the parties, Armenia continues to break this regime and that the Azerbaijani civilians suffer from it everyday.
Besides, the decision resolutely condemns occupation of the Azerbaijani lands, murder of peaceful citizens of Azerbaijan and especially the genocide made by the Armenian armed forces in the Azerbaijani city Khojaly.
The decision also expresses regret because the conflict still is not solved, and contains appeal to the conflict parties to continue dialogue for solution of the problem.

Taking into account presence in Azerbaijan of one million refugees and IDPs the document recommended to permanent mission of Mexico in the United Nations to deliver to the Congress of Mexico the report on humanitarian crisis in Azerbaijan. It is recommended to permanent mission of Mexico in the United Nations to call the government of Armenia for execution of resolutions of Security Council of the United Nations and withdrawal of the Armenian troops from occupied territories.
The document contains appeal on behalf of the Mexican State to the international structures with the requirement about the immediate termination by Armenia of acts of violence against civilians of Azerbaijan, withdrawal of troops from occupied territories of Azerbaijan.
