The 40th Plenary Session of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) started in Baku. 
Opening the session, President of PABSEC and Speaker of the Azerbaijani Parliament Ogtay Asadov noted that such meetings foster development of multilateral relations between the member states. He expressed confidence that the Baku session would be beneficial for expansion of cooperation and BSEC`s future activity.
Asadov read out President Ilham Aliyev`s message of greetings to the event participants.
Delivering a speech at the event Speaker of Turkish Grand National Assembly Cemil Cicek thanked for excellent organization of the session and spoke of BSEC's activity.
Victor Tvircun, Secretary General of BSEC, briefed the event participants on BSEC's activity and future plans.
The two-day event will focus on economic, trade, technological and environmental, legal and political issues.
The session will culminate with the adoption of a declaration on the 20th anniversary of the BSEC.
The rotating presidency of PABSEC will be officially handed over to Bulgaria`s Parliament Chair Tsetska Tsacheva by Ogtay Asadov.
