Corporate and Public Sector Accountability Project Sector: General Finance Credit No. 4405 AZ Grant No. TF057849
The Ministry of Finance of Republic of Azerbaijan has received financing from the World Bank toward the cost of the Corporate and Public Sector Accountability Project, and it intends to apply part of the proceeds for consulting services for the assignment: organization of training seminars (second stage) for selected teachers from the public and private higher educational institutions on introduction İnternational Financial Reporting Standards, National Accounting Standards for Commercial Organizations and National Accounting Standards for Budget Organizations. This project will be jointly financed by the Japan Government (PHRD Grant), Swiss State Secretariat for Economic Affairs (SECO Grant) and Azerbaijan Government.

The objectives of the Assignment are:

ı. Develop a special training program for teachers on introduction of İFRS, NASCOs or NASBOs.
ıı . Agree the training program with the MOF and CAPSAP PMU.
ııı. Deliver the training program to the list of trainees to be provided by the MOF.
ıv. At the end of the training program, prepare a brief report to the MOF and CAPSAP PMU outlining the results achieved during the training and key challenges of introducing İFRS/NASCOs/NASBOs.

Qualifications required:

A reputable consulting firm with extensive experience and capacity in accounting and audit spheres;
Proven significant experience with designing, developing and supporting a professional accountancy certification program; preferably, the consultant will have an established connection or communication channel with an internationally recognized professional accountancy body;
Relevant experience acquired in the last three years (including, regional); Key staff must have at least 2 years of experience in accounting and audit spheres, including of training;
Specific and profound understanding of the Azerbaijani environment, legal and institutional framework in general, and of the Azerbaijani accounting framework in particular;
Ability to work under pressure and produce results in complex environments; and,
Ability to work in local language (Azerbaijani) as well as in English

The Ministry of Finance of the Republic of Azerbaijan now invites eligible consulting firms to indicate their interest in providing the services. İnterested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). A Consultant will be selected in accordance with procedures for Selection Based on the Consultant's Qualifications (CQS) set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published in May 2004 and revised in October 2006).
